Infrastructure debt solutions have proven to offer pension funds and insurance companies long-dated, stable, cashflow-driven returns. And as long-term investors in Asia, Europe, and the U.S continue to increase their exposure to infrastructure debt strategies; asset owners in Africa are still struggling to effectively invest in this asset class.
The context is a continent where the need for infrastructure is enormous. The size of the requirements and the limited financial capacity of Africa’s state governments means that both public and private sectors and from both within and outside the continent, must play their relevant parts to the full in all aspects of the sector: planning, policy-making, regulation, development, construction, operation and finance, both equity and debt.
This is not the case today. Debt and equity for privately invested African infrastructure come largely from outside the continent. With very little money invested in this asset class by Africa’s institutional investment funds, whether they be pension funds, sovereign wealth agencies, insurance companies, asset managers or mutual funds. And unless there is a large and growing stream of new capital from home investors, the sector will have to rely on foreign money which will always be both limited in amount and volatile in nature.
